Documented procurement procedures ensure that all goods, services and construction work are procured (directly or supplied in kind) in accordance with donor policies and any applicable legislation.
While these standards are intended to ensure compliance with the requirements of most donors, the organization is aware of exceptions that may exist in individual donor contracts, and is able to comply with them. Checks are also put in place to ensure that expenditure is eligible according to the rules of the donor contract. Procurement processes are started and completed within the eligibility deadlines of their donors' contracts.
Procurement methods and thresholds - Emergency response
For the initial period of an emergency intervention lasting less than THREE MONTHS, the procurement method is chosen according to a defined framework with value thresholds. A deviation from the normal procedure is necessary and must be validated before the process is started.
Suspension of competitive bidding
The framework for emergency procurement includes, as a minimum, the Direct Purchase, Competitive Request for Quotation and Invitation to Tender levels. Threshold levels are based on the context, taking into account monetary values, transaction frequency, acquisition lead time and the organization's risk tolerance. The thresholds determined are respected at all times throughout the normal course of operations.
The thresholds reflect the requirements of donors and international NGOs.

Specifications for the acquisition of goods and services are clearly detailed throughout the sourcing process. They are sufficiently detailed to express needs clearly, while not restricting potential suppliers in the marketplace.
